Planted that deep and that far from emergence it is really hard to do any harm as long as you don't drive down a row or if it is a fluffy peat bed. I'm organic so hoe beans 2-4x and from emergence to monofolate leaf stage is the highest risk of hoe damage but there's no stage where I'll park the hoe if the field needs it.

I can't answer as to whether it is better to hoe before or after spraying as pertains to herbicide efficacy and/or crop injury risk.
