That won't be given until it has to be given in order to secure barns to feed hogs in.
Until then unless a barn owner is willing to stick his neck out and own hogs (very few contract feeders have the cojones to own hogs) he is stuck taking what is being offered.
An existing barn is much like an acre of farm land. The crop farmer and the hog barn owner can both threaten to leave their asset sit idle if they don't get more money but the market knows that isn't going to happen.
