The only time I have seen it is when the ground is worked wet and a hard crust is formed after a cold spell. I think it is the crust not the cold soil that causes that.
Rain and crust might make it worse, but I’ve had corn do that without a rain and without a crust. Some varieties are certainly more prone to it than others. We grew some numbers that you just did not dare dump into the planter until late April.
