Stratification as in the nutrients are more dense near the surface is not a soils problem. It's a physics problem.
All your plant biomass ends up on top of the soil in the fall with a massive amount of nutrients. Even with tillage, Even with deeper placement of fertility, the plant is bringing that up and it's going to end up on the surface.

The advantage of deep placement fertility is near the root zone and stays in moisture.

If stratification becomes a problem in your soil, it's a biological problem, not a fertility problem. The article touches on that because it says the nutrients can't move very much on their own. Meaning they need biology.

Functioning biological soil soil life can move phosphorus inches and feet. Soil life is constantly redistributing and making nutrients available.

What happens if the top 6 in get dry?
well biology's definition of dry is a whole lot different than our definition. AMF and other species are moving nutrients to what we would consider to be very, very dry soil.

If the top 6 in got that dry your problem isn't nutrient uptake. Your problem is lack of water
