SW WI | Don't just apply it to fertilizer. For instance the local welding shop pays higher prices for their iron, steel, etc. Now the importer of the material or raw product gets a rebate not the welding shop or customers. Take it all down the line of raw materials and finished goods which were imported and had pay import tax by the importer. (example)
Trump brought up small businesses and helping them, sorry but many small businesses were hurt and will see no benefit of the rebates. The consumers will not.
