Iowa | Yes, most of the traffic is running above the speed limit. There used to be a phrase saying "9, you're fine, 10, you're mine!", but two of my "warnings" were for 7 and 9 mph over the limit. I've often tried slowing down a little to get a tailgater to pass on an open stretch of road. That does not seem to work as well these days. -not sure how much it would take to get some of them to wake up and pass.
I should add that most of these situations do not appear to be local drivers. If the locals drove like that every day on some of these roads, they'd likely have their driving license revoked within a year.
