Around 45% of vehicles on the road are over 10 years old. So he must be saying that the vehicles that are non self driving vehicles that have been built in resent years are of lower quality than vehicles that were built more than 10 years ago. ( maybe all those extra electronics on the vehicle will cause it to fail sooner) Or that self driving cars will result in a lot more vehicles on the road.
