They are not identical transactions but the basic issue is the same. Both are transactions for a job done. Lots of jobs have a set wage and then they have lots of “extras” such as travel expenses, insurance, overtime, etc, added on.

The “transaction” of an election gives the elected officials the right to dispense taxpayer money as they see fit, whether it is to new or existing government employees or to subsidies. Both of those are agreed upon transactions.

In both cases some people will deem the transaction in question as unnecessary but they lack the ability to stop that transaction unless they can convince enough of the public to put enough pressure on the elected govt officials to stop the transaction.

In both cases it is public taxes that pay for it. In both cases the concept is that it is for the good of the public. In both cases there are a limited number of people who receive the benefit and a vast majority that have to pay the few. In both cases the necessity is questioned at the individual level.
