The Example was just from Harvard. It has affected other Universities as well. 

They killed entire lines of research, or programs to develop new researchers, Like NIFA, that may still be technically funded, but have no approved grants. They killed grants mid experiment, this includes cancer research that won't be restarted because it can't be. I realize that you'll never probably understand the shell game being played, but others might get it.
