The wording is maybe confusing...but "cap" in this instance means "the minimum volume requirement is capped". The RFS does not require more than 2015 minimums, nor does it prohibit. 





Correct, the “cap” is a limit on how many gallons of RINS will be issued for conventional corn based ethanol.        It does not prohibit blending more corn based ethanol, it just doesn’t require or promote blending more than 15 billion gallons.

And yes, much to the chagrin of the ethanol haters, allowing higher blends of ethanol to be sold year round everywhere would benefit corn usage and prices.  Especially when gasoline prices are high and ethanol has a competitive advantage.
