That isn't quite right.
There is not ethanol 'requirement'. What there is, is an oxygenate requirement in fuel, of which Ethanol is usually the best choice. You can use anything you want to oxygenate your gasoline blend, but the other choices are either more expensive, or carcinogenic.
So what is the RFS? You know, the Renewable Fuel Standard that, whoops, Mandates the sale of Ethanol and Biofuels in the US, up to 15 billion gallons of traditional corn and sorghum Ethanol and another 21 billion of other biofuels, like bio diesel, renewable diesel, and ethanol from biomass.
It also Mandates the minimum amount sold each year as well.
