There is a variable speed pump setup, but it still requires a small pressure tank.
If it’s not too far, you can use a float switch, like a sump pump uses, and a relay or motor contactor to turn the pump on and off.
Another option is float valves on the tank and pressure switch with a timer in the circuit, so a certain amount of time has to elapse before the pump will turn on again.
