As far as PC goes some viruses will not let anti virus software work. I dont know about s23 android ( i have s23) SO with a PC try in safe mode to remove virus I am sure be the same for android. Safe mode only starts certain programs.

Sounds like you have something in your phone redirecting to to a phishing site. Just a guess.
