Urea - why don't we make more in the USA

I had always assumed that urea was the cheapest by far to import/export so it is what can be produced anywhere and shipped to places that don't produce their own N like the NW great plains and India. Globalization pushes its production to where it can be made cheapest. Whereas places that had production close used ammonia or uan because they're superior forms of N. Why there isnt new production facilities in western ND, I have no idea.
