I don’t know if this can give you any estimate for a lagoon but I’ve taken down our 2 confinement hog barns. 40x120 concrete pit. That’s small when comparing to a lagoon but the concrete removal is expensive. After traditional removal of agitated manure, we needed to hire a vac truck to suck up sludge. It was minimal compared to what you describe but time intensive, nevertheless. NRCS wants to see it clean before any concrete removal. I’ll cut to the chase…..$30k for that project, each. 5 years ago, so there’s that, also.

Hopefully someone with a lagoon near your size can give more accurate costs.
