I have cleaned the rust out some gas tanks by strapping them to the rear wheel of a tractor. Put bolts it the tank. Jack the back wheel up and let it run. Cleaned the tanks up.
I bet it would do the same with any other item if you had a container you could strap to the wheel.
PS. Have to run the wheel slow. If you go too fast the bolts get thrown to the outside of the tank and are not bouncing around.
