My memory is foggy, but I had the same problem once with a gradall we used to clean out some ponds.  It was a safety sensor of some sort that kept it in low speed range.  I think we had to have the boom perfectly centered in the place you  stow it or something similiar.  I know we replaced a limit switch or a sensor and that fixed it.
