I probably can't explain it in 5 yr old language, but the frequency is going to be directly tied to generator speed, typically 60 hz at 1800 or 3600 rpm depending on generator.  On my pivot generators, there is a voltage adjustment screw that can fine-tune the voltage output at constant rated speed.
