It is running from the Big Stone Power Plant. It is supposed to be shut down, but why would they build the infrastructure and shut it down it 2040? I suspect an updated coal or new nuclear reactor. Not many regulations in South Dakota, so they burn high-sulfur coal and run power lines with little resistance until now.
