Even if it is cloudy, the long waves penetrate the atmosphere and are absorbed. Even through clothes. If a person can feel the warmth from the sun under clothing, the long waves are penetrating the clothes. Ever hold a flashlight up against your palm at night and can see light going through the hand? Those are long waves completely penetrating the body.
I prefer to do my sunbathing in later afternoon with the sun angle low. This greatly reduces the shorter waves that are associated with skin cancer yet the longer waves continue to be able to penetrate the atmosphere.
One advantage of going south for the winter. If I was stuck up north, I would check into the light therapy. In the other three seasons, I can get enough outside in Kansas.
