It takes months to add real capacity to an Ethanol Plant. Fermenters, columns, dryers, grain in, byproducts and Ethanol out. Everything has to either work or be upgraded. I think that's one of the reasons year round E 15 is kind of a pipe dream, the build out to get there would be really expensive and no one wants to be in overproduction mode if the bubble pops.
