Ummm, sure.....If FDR wanted to provoke getting into the shooting war with Japan, there would have been far less costly ways to do it. And, Pearl Harbor was likely the best outcome of the opening engagement. Had all those slow battleships sortied and met Kido Butai in deep blue water, the loss of life would have been 2-5x greater and none of them would have been dewatered, refloated, and refitted to fight again.
Many hours of forewarning didn't do much good for Clark and the defense of Manila, either.
