Your niece is probably unknowingly sharing her location in an app. Could be Facebook, SnapChat, Messenger, FindMy, lots of options.

Suggest you learn about the location services settings in the phone, and the little arrow symbol at the top of every screen.

Could also be that there's a GPS tracker or airtag or similar stuck to her car somewhere. Recommend getting underneath it and taking a look, checking every hidey spot inside and under the hood. If you find one you can bring it to the police station and they can match it to it's owner, it would be a violation of the restraining order.
