east central ND | I would almost bet that the US military very quietly “borrowed” an island a few short range tactical mushroom cloud makers. Or maybe a few of those artillery shells of the same nature……that the US claimed to have dismantled in the 1990’s ……. Small. Very easy to transport.
Or, and most likely - there is always those pesky big submarines sneaking around…….
