Winter annuals , by definition, germinate from seed, and they germinate starting in August, thru the balance of fall. Most of the germination occurs in September and October, at least in my area, but there is some in August and November. 

If you haven't get figured out the answer to your question.... No, spraying in the spring at greenup will not prevent winter annual weed germination in the fall.
