You said, “what would you do” and the first step of that answer is extremely obvious to me.

Him being able to access her location info is something that can be removed easily:

1. Make sure her cell plan is something only in her name
2. Backup any info she wants on her phone like photos or whatever
3. Reset phone to factory defaults
4. Every time you log in to something on the phone after the factory reset, spend a good deal of time doing the following steps:

- make sure she changes the password and gets 2FA setup so that she has full control of each account she logs into
- make sure any locations sharing services associated with the account are either disabled or at least that she understand who she is sharing her location info with and that it’s not him
- absolutely do not put in a username and password unless the above two steps are the first two things you’re going to do
- I recommend a password manager app like Bitwarden to allow you to have a different strong password for every account

The only other thing would be if he has installed a tracker on her vehicle that she isn’t aware of. That might be hard to locate. This could be thwarted by you driving her vehicle and letting her drive one of your vehicles for now. If he ends up following you around while you drive her vehicle that would be pretty convincing that he is finding a way to install a physical tracker on her vehicle.
