While it seems he is way more in to tracking all of you than this, but if your niece and him had cell phones on the same plan, I’m sure he is easily able to track her every move through that as long as that phone is on her.
Sounds like you guys need to document as best possible everything he does against your families, and become a really squeaky wheel with law enforcement.
What would you do?
