Subject: Well pressure

Earlville, NY
We have a 4000 gallon water tank; water from plate cooler goes into it, then gets pump to barn for cow waterers. Have always had to replace pump every 4,5, 6 years. Have a 1/2 hp shallow well pump, just got it, 220V, don't recall brand but it's good, unlike Tractor Supply junk. It's got a 20/40 pressure switch, pressure tank (80 gallon AO Smith, 2 years old). It pumps up to about 23,25 psi then just runs non stop. If I shut off valve past pressure tank, it still doesn't build pressure (pressure tank is set to 18 psi). A simple job, that is proving impossible. I tried a tractor supply pump first because they are so close; that one would sporadically turn itself off, then on for 5-15 seconds, off, on etc. By its thermal overload switch I guess, since pressure switch remained closed.
There's good flow to pump and out of it. Back flow valve is good, correct voltage. I can't believe cows (600) are drinking enough to keep pump going non-stop. I've changed this pump and others a dozen times over the years and never had problems other than a bad pressure tank a few times. What to do? I'm out of ideas.
