Old Pokey

Subject: Awesome! I have a couple questions if I may...

What is the wheel in the red circle called? How come is there one on one side and a smoothe packer on the other side? Is this a moisture retaining system or.........?

I'm in western oregon, I have no access to these kind of cool planters is why I'm asking.
