Mb | Whoever would leave that and call it good is one lousy excuse for an electrician.
Best case you are creating a stray voltage problem that can show up anywhere within a mile, worst case you are 1 touch away from becoming a ground rod yourself.
Rusty screws and cold hands could make it worse??? what a load of crap. If its in that bad of shape the solution is a new meter base, which is around $200 and in stock and every wholesaler.
