NO!!! It is NOT fixed. Based on what you've typed out, your neutral conductor is broken between your meter and the power company's transformer. The electricity is not going to flow on/ through this conductor like it should, and is going to use the next best conductor it can find. Right now, it may be the grounding conductor going to the ground rod(s), through the earth and up the power pole, but that's not guaranteed to always be the case. It could be you or your wife, that happens to grab the wrong item (probably metallic), and in doing so, you/ she becomes the next best conductor.

This electrician was competent enough to find the problem, but he's still totally incompetent in that he's brushing the issue off like there isn't one at all! If he has a license, it needs to be pulled, NOW, IMO.

Your power needs to be shut down long enough to have the neutral conductor be made whole/ 100% continuous, between your breaker panel and the transformer out on the pole. If it means installing a new meter base, and riser, DO IT! NOW!

Call yet a different electrician, explain the situation, and get them out there tomorrow ASAP. In all reality, get them out there yet tonight, if you can.

Besides the safety of you and your wife, which is the most important, there's also the possibility of burning up appliances like your refrigerator, tv, computer, etc...., especially anything that's 120V.

Do whatever it takes to get it fixed tomorrow, be that borrowing or buying a generator to hopefully run your heat off of it for a day. A competent electrician/ electrical contractor should "drop everything" and get enough people on your job to get it done in a day, easily. At the least they could get your electrical service put together correctly, even if temporarily, so as to let it be safe until it can be redone permanently.

Edit: If the power company knew of your issue, (which it is your problem being on the customer side of the transformer, especially when it's in the mast/ riser of the service on the house), they'd kill your power until it's made right/ fixed correctly.
