I am pretty sure you need a fuel permit.
As I recall, most states a covers everything permit didn't used to cost much more than the permit for fuel.
You might Google Iowa Nebraska farm exempt agreements.
There is probably a better way to phrase it.
I just did some checking.
You might get by if you bring less than 30 gallons of fuel in and buy iowa fuel.
Up to you if you want to have that discussion to save $20.
