Most USA refineries are set up for sour crude (years ago). Sour crude is cheaper. UK and Europe are more set up for light crude. Buy the cheap crude sell the lighter crude higher price. Takes less energy to refine the lighter crude.

Also lighter crude is mixed with heavy sour crude for refining. The USA refineries set up for heavy sour crude are not efficient to refine light crude.

This I read number years ago. Not much has changed that I know of.
