Not enough assets in the region. 100 ships a day across a 100 miles stretch of water is a tall task.

Edit: Shipping companies are pretty risk adverse both in equipment and liability. No company(legitimate non shadow fleet)wants the risk of losing a ship or its cargo. Memories of the Exxon Valdez aren’t easily forgotten.

Edit 2: Been watching a YT channel called “What’s going on with Shipping” that provides a good overview of issues there.
