Just some things I see here.  Look at the dates on the hoses to see if they're still usable.  That breakaway is also dated and needs replaced after 5 years.  I can't see enough of the "system" to tell what's going on.  I assume there's a flowmeter and a control valve and the "Meter Matic" is rope pull to save buying an ONOFF valve or just redundancy for safety?
