If the US shut off New Mexico, ND, MT, and Alaska oil production, yes.
The world's largest oil market doesn't actually need a single drop from anyone else. Everyone is forgetting that here. It's not 1973 or 2008, we out export Saudi Arabia currently, when prices are down and wells are idled.
