| In IL, the Department of Agriculture's Bureau of Agricultural Product Inspection collects fertilizer samples from vendors and presents the results of testing in an annual report.

In summary:
989 samples from 101 companies were analyzed and 964 samples were found to be in compliance (*within established tolerances)
I have read the specific criteria for passing/failing fertilizer sample testing but a quick web search did not find this info.
My recollection is that samples fail the test when nutrient concentrations are found to be less than 97% of label values.
There are penalties for failing a test and my recollection is that the penalties are greater when nutrient concentrations are found to be less than 95% of label values.
