A portion of the cost of electricity goes toward infrastructure maintenance and upgrades. The less electricity a person buys the less he contributes to that funding pool. If a person is connected to the grid but buys little or no electricity on average be is actually passing his own share of the costs on to everyone else. Those costs are then distributed between fewer customers which can increase the cost of electricity. There will be other factors to consider but it isn’t as simple as it may seem.
