The problem that occurs is that a refinery that is designed for heavy crude has its capacity reduced by 50% when trying to refine the light crude. The cost to do a slight revamp of a heavy crude production facility to handle light crude would cost 100 million and up to 400 million. This process can also take 2 years to complete.
