That's usually caused by forearm muscles getting too tight. Dumbbell wrist curls will help to pull those muscles loose as well as dumbbell preacher curls. Take your time working up on the preacher curls though because if things are really tight you can do too much too fast.

Don't worry about wearing your body out carrying pails. I compete in strongman where we regularly do farmer carries with over 300 lbs/hand and I don't have any elbow pain. It's just a matter of not letting those muscles get tight. If you can't get anywhere with the dumbbells then it might be worth getting a physio or massage therapist to loosen them up first and then you can keep that range of motion with the exercises. Two to three sets of max reps twice a week is plenty.
