I truly believe this is about negotiating with China and cutting Russia off from a weapons supplier. It also cuts funding to terrorist groups.
He cut Venezuelan oil from going to China. This reduces their oil more.
There are several plusses to a positive out come for the US here.
The human rights thing and the reduction of a nuclear threat are just byproducts.
