The outer panel looks like an easier repair than the inner panel. If I was going to set up to repair the inner panel, I would just do both at the same time and save the cost of the new outer panel. If it isn't fiberglass, you may try a small sample to see if fiberglass will bond to it before investing a lot of time in the repair.
