East Central South Dakota | I don't see crude being the restriction. A lot of domestic crude has been idled, including the Bakken. Refining capacity will be the problem. Just the refining capacity scrubbed in California because of the environmentalists is a staggering loss.
Pass the SAVE act and move right into e-15. Both have national security priorities.
