Tomatoes and potatoes need calcium at very specific points in their growth, maybe a couple other specialty crops, and liquid calcium chloride is used effectively.
If you're talking about "liquid calcium" for any other use, it's snake oil. There is a university publication covering "liquid calcium" if you care to read it.
