One of the problems is that USDA does employ extra people to gain knowledge before older people leave. I heard that several people took the buyout because they thought their county office was going to be shut down in a few years. They decided to take the buyout and got new jobs in the private sector. They did not want to have to change offices and have an hour or so commute to the new office.
