FedEx is a middle man. Under a certain $ amount, or direct shipments, they are responsible for collecting and remitting the tariff money. I have a bill from them right now, as a matter of fact, that this just reminded me I need to pay. I'd say compliance costs for them have been astronomical. They were never set up to do this.
