"In collaboration with USDA, hide color was established as the basis for determining live animal eligibility for CAB. Today, to be eligible for CAB, cattle must be predominantly solid black with no other color behind the shoulder, above the flanks or breaking the midline, excluding the tail."
Hereford white pattern is quite dominant in f1 crosses and Hereford cows were a dominant presence in the nation's cow herd in 1976. Remember, CAB was an attempt to help market black Angus bulls. Hereford white pattern was allowed in the CAB spec. What the spec largely blocked was white spots from Holstein and Simmental blood lines and it also eliminated white (and non-black) from a few other breed genetics.
An unintented consequence in the Simmental herd was a thumb on the popularity scale toward non-spotter cattle.
