China has used the USA as the supplier of last resort as far back as I can remember. Tariffs, no tariffs, trade agreements, no trade agreements. China only came to the USA for beans when:

1) It was most economical
2) Other suppliers were unable to supply all they wanted
3) As part of a larger trade deal, that gave them the better part of the deal, and they never had any problems backing out of said purchases, if for whatever reason, the 'deal' didn't have them coming out ahead.
