Yes, they are skewing the numbers.
Dairy and dairy cross cattle were fed heavily east of the Mississippi river for years (the area not included in the count). A few years ago those feeders started heading west of the Mississippi (where they are counted).
It's still the same amount of feeders, but now they are counted. Heifers included.
