Sounds like a classic delivery valve getting sticky. 7000 series Allis is prone to this with the belly fuel tanks exposed to lots of sunlight. (They breathe heavy, get condensation, and the lower than pump fuel level allows some bleed back and air introduction allowing rust to form)

Remove top cover, taking care to observe how it comes off so you get the shutoff solenoid plunger back where it's supposed to be on reassembly.

I believe on your application it will be the far side of the pump , furthest back from the gear. Blow out the compartment so no diesel remains, dump some silver bottle power service or Stanadyne lubricity formula in the compartment, reach down into that corner with your pinky nail, hook your nail on the horizontal arm on the vertical delivery valve shaft, and gently wiggle. You should feel it free up.

Reassemble and it should run.
